Analysis on the Design of Water Supply and Water Discharge and Their Treatment Systems in Municipal Solid Waste Incineration (MSWI) Plants

Abstract
Incineration has already become the main way to dispose the municipal solid waste in China and the terminal MSW disposal pattern with “incineration as the main way and landfill as the last choice” has been formed as well. In the transitional year between the 13 th and 14 th Five-Year Plan, a systematic analysis was made on the design of water supply, water discharge and their treatment systems in MSWI plants. It was found that the two main water resources of the production water were surface water and reclaimed water, which were treated by the integrated water purifying facility and reclaimed water treatment system respectively; with the environmental protection efforts being enhanced, “zero discharge” of wastewater in the MSWI has become a trend; the new four-step treatment process of “pretreatment + biochemical treatment + advanced treatment(membrane treatment) + concentrate reduction” becomes the mainstream leachate treatment process in MSWI plant. Meanwhile, the application of mechanical vapor technology like mechanical vapor recompression(MVR) and mechanical vapor purification compression(MVPC) makes the total quantitative treatment of leachate possible. It is predicted that the further development and practice will be achieved in the co-processing pattern about wastewater, MSW, residual sludge and food waste and the design concept of the deindustrialization and “NIMBY TO BIMBY” during the 14 th Five-Year period.
