Suggestions on Project Management of National Special Funds for Soil Pollution Prevention and Control in Yunnan Province

Since the establishment of the national special fund for soil pollution prevention and control, Yunnan has achieved remarkable advancement in soil pollution prevention and control. The article combed the soil pollution prevention and control of the funds in Yunnan province during the 13th Five-Year Plan period. It indicated that the funds has played vital role in preventing soil pollution prevention and controlling of special funds projects in Yunnan of soil environmental risks and ensuring the environmental security of agricultural land and construction land, construction system of the supervisory ability of the soil pollution, and improving soil environment quality. However, there were also some problems, such as insufficient project storage, lagging project schedule, low rate of fund implementation, and the shortage of expert team. Measures and suggestions for the management of national special funds for soil pollution prevention and control during the 14th Five-Year Plan period in Yunnan Province were put forward, which would provide reference for the soil environmental management department for decision-making.
