工业废水排放分解因素效应研究——基于湖南的实证分析

Study on the Discharge and Decomposition Effect of Industrial Wastewater——An Empirical Analysis Based on Hunan Province

  • 摘要: 基于2011-2017年湖南省及各市州工业废水排放量、工业增加值、GDP等相关数据,运用LMDI方法,对湖南省工业废水排放变化的影响因素进行分解分析,主要结论如下:2011-2017年湖南省工业废水排放呈逐步下降趋势,技术进步与产业结构调整均有助于减少工业废水排放,而收入效应和人口流入都促进了工业废水排放的增加;全省工业废水排放的增加主要是由洞庭湖地区引起,各地技术进步和收入效应对工业废水排放的影响与湖南省整体一致,但产业结构调整及人口流动对各地工业废水排放的影响具有地区差异性。提出如下建议:加强技术创新;不断调整产业结构;引导居民消费转型升级;加快城市间和城乡人口流动;因地制宜采取措施。

     

    Abstract: Based on the data of industrial wastewater discharge, industrial value added, GDP and other related data in Hunan Province and its cities and prefectures during 2011-2017, this paper used LMDI method to analyze the driving factors of the discharge of industrial wastewater in Hunan. The main conclusions were as follows: in 2011-2017, the discharge of industrial wastewater revealed a decreasing trend, and technical progress and industrial structure adjustment helped to reduce industrial wastewater discharge, while the income effect and population inflow promoted the increase of industrial wastewater discharge. The increase of the industrial wastewater discharge was mainly contributed by the Dongting Lake area, and the impact of the technological progress and the income effect on industrial wastewater discharge synchronized with that of the whole province, while the impact of industrial structure adjustment and population mobility differed from region to region. The suggestions were pointed out to strengthen technological innovation, adjust the industrial structure continuously, guide the transformation and upgrading of household consumption, accelerate migration between cities and between urban and rural areas, and take measures according to local conditions.
