Abstract: The PPP mode from the sectors of transportation, municipal road construction, water pollution prevention and control of water bodies(lakes, rivers), drinking water management, water supply, sewage treatment plant construction, waste incineration(landfill), soil restoration, rural revitalization project were focused. Based on the origin of PPP mode, case analysis, the key points of environmental protection in this field and setting of performance indicators, the paper finally proposed the environmental performance objectives that should be assessed in each type of case. Through performance objectives, the responsibilities between social capital and government were identified to avoid the unclear responsibilities and the increase of responsibilities and risks in the process of project implementation.
