国土空间规划背景下临沧市产业发展优化研究
Research on the Optimization of Industrial Development in Lincang City Under the Background of Territorial Spatial Planning

摘要: 在国土空间规划的背景下,构建了产业发展优化模型。以临沧市为例,首先核算水和大气环境容量,然后设置三种不同的情景模式,通过优化模型的建立与求解,提出对应的产业发展优化调控建议,旨在对临沧市的产业发展起到指导作用。研究结果表明:①在"本底条件可利用水量+土地资源适宜性评价+环境容量"模式下,耕地资源成为了临沧市经济社会发展中主要的限制性因子,资源环境能承载临沧市国民经济"十四五"规划所设置的GDP和人口规模。②在"供水能力可利用水量+耕地保护红线与城镇开发边界+污染物排放量减排约束"模式下,需具有针对性的降低相应污染物排放效率指标数值,并且大力提高相关土地资源利用效率。③在"总量控制可利用水量+耕地保护红线与城镇开发边界约束+污染物排放量减排约束"模式下,需进一步大力提高相关土地资源、水资源利用效率。Abstract: Under the background of territorial spatial planning, an industrial development optimization model was constructed. Taking Lincang City as an example, the water and atmospheric environmental capacities were first calculated. Subsequently, three different scenarios were established. Through the construction and solution of the optimization model, corresponding regulatory suggestions for industrial development optimization were proposed to guide the industrial development of Lincang City. The results show that: ① Under the scenario of “available water under background conditions + suitability evaluation of land resources + environmental capacity”, cultivated land resources become the primary limiting factor for the economic and social development of Lincang City, while the resources and environment can support the GDP and population scale set by the “14th Five-Year Plan” for Lincang’s national economy. ② Under the scenario of “available water supply capacity + cultivated land protection red lines and urban development boundaries + pollutant emission reduction constraints”, it is necessary to specifically reduce the corresponding pollutant emission efficiency index values and significantly improve the relevant land resource utilization efficiency. ③ Under the scenario of “total available water control + constraints of cultivated land protection red lines and urban development boundaries + constraints of pollutant emission reduction”, the utilization efficiency of relevant land and water resources must be further significantly enhanced.
