Abstract: The city treatment efficiency was assessed under the frame of PSR model by selecting 21 key indicators of the data of the year of 2004 to 2022. The entropy evaluation method and CRITIC method were adopted to calculate the weights of all indicators to evaluate the annual city efficiency of Shanxi province. The major obstacles that constrained the development of the city were identified. The research indicated that the city development in the province was fluctuated, although the whole tendency was active.Education, health care, infrastructure construction and environmental protection were less of investment, which has become the major obstacles of further development. Increasing financial input, optimizing resource allocation and improving public service were suggested to promote the sustainable development of the cities and the enhancing of people's life quality.
