基于环保税和环保电价机制的火电厂环保系统运行优化

Environmental-protection System Operation Optimization of Thermal Power Plants based on Environmental-protection Tax and Environmental-protection Electricity-price Mechanism

  • 摘要: 针对火电厂环保系统运行过程中存在的不确定性和复杂性,基于环保税和环保电价机制,利用区间线性规划(ILP)和混合整数规划(MIP)方法,研究开发了一个不确定性环保系统运行优化(IESOO)模型,实现环保设施运行的稳定性与经济性以及污染物控制与减排。分析结果表明:基于环保系统运行参数及污染物排放标准和环境空气质量标准,综合权衡污染物处理与排放相关成本,确定合适的污染物处理效率,进而确定合理的污染物处理与排放相关经济成本和系统总成本,从而实现有效的环保系统运行优化控制。

     

    Abstract: Aiming at the existence of uncertainties and complexities in the environmental-protection system operation processes of thermal power plants, based on environmental-protection tax and environmental-protection electricity-price mechanism using interval linear programming(ILP) and mixed-integer programming(MIP) methods, an inexact environmental-protection system operation optimization(IESOO) model was developed to achieve the stability and economy of environmental-protection facilities operation as well as pollutants control and pollutants emission reduction. The interval solutions were obtained, and solutions analysis indicated that based on the environmental-protection system operation parameters as well as pollutants emission standard and environmental air quality standard,through the comprehensive balance of the cost of pollutants treatment and emission, the appropriate pollutants treatment efficiencies were determined, then the reasonable economic cost of pollutants treatment and emission as well as system total cost were determined, so as to realize effective operation optimization control of environmental-protection system.
