就建筑施工噪声及社会生活噪声浅谈几点关于《中国环境噪声污染防治法》修订的问题及建议

Problems and Suggestions on the Revision of the Law of the Prevention and Control of Environmental Noise Pollution in terms of the Construction and Social Life Noise

摘要: 随着我国社会经济飞速发展,人民群众遇到的环境噪声问题日益增多,现行《噪声法》已不能满足监管部门和广大群众的更高要求。通过对2015—2019年全国各级环保部门收到的环境噪声投诉案件类型进行分析,针对现行《噪声法》中的建筑施工噪声和社会生活噪声污染防治谈了看法与建议,为将来《噪声法》的修订提供参考。

Abstract: the law of the prevention and control of environmental noise pollution has not matched the requirements of the public as the environmental noise problems have becoming more and more as the rapid social and economic development. The environmental noise complaints received from 2015—2019 in the whole country were analyzed.Ideas and suggestions on construction and social life noise were pointed out,which would provide reference for the revision of the law in the future.
